Excellon Resources Inc.

Excellon Resources Inc. is a TSX-listed silver and base metals producer headquartered in Toronto. We mine Ag-Pb-Zn ore from our Platosa underground mine located near the town of Bermejillo, Durango, Mexico. Ore is crushed at Platosa and then trucked approximately 230 km to our wholly-owned concentrator facility located in the town of Miguel Auza, Zacatecas, Mexico.

This is the second reporting of our TSM performance. We continued to make progress developing and implementing management system standards that incorporate the requirements of TSM; implementation continued to focus on first-order concerns and risks that we face in our business in Mexico. Those primarily involve improving our procedures to protect people in the workplace, ensuring our mine waste is responsibly managed and that we know our communities of interest, have on-going dialogue and have effective and accessible site-level grievance mechanisms in place.

In 2017 we reported consolidated performance for our business units in Mexico. For 2018 we present disaggregated performance for the Platosa Mine and Miguel Auza Concentrator. As a result, we report on 56 discrete indicators based on a self-assessment performed by our Vice-President of Corporate Responsibility (CR) on June 3 and 4, 2018. Our VP of CR has considerable experience with TSM and with the degree of implementation of our management system elements. The self-assessment has not been subjected to TSM external verification.

Our improvement in TSM performance in 2018 was modest because of certain senior management changes and security-related concerns that diverted attention and energy away from management system implementation. Nevertheless, we completed the stakeholder identification and mapping processes at Miguel Auza and formally rolled out our site-level grievance mechanisms at both business units. We reported on our GHG emissions performance for the first time in our 2017 Annual CR Report, which was published in 2018. We began the process of improving our tailings management processes by retaining a third-party consulting firm to evaluate gaps against MAC’s TSM guidelines. A biodiversity conservation standard was developed and rolled out to the business units as the first step in improving our TSM performance. Both business units have developed functional emergency preparedness and response plans, however these do not meet all the detailed TSM criteria to allow us to self-assess as “yes”.
