La Elaboración de un manual de operación, mantenimiento y vigilancia para instalaciones de gestión de relaves y de recursos hídricos ha sido recopilada para proveer orientación adicional a fin de preparar los manuales que esbozan los procedimientos para la operación, mantenimiento y vigilancia (OMS) de instalaciones para la gestión de relaves y de recursos hídricos.

Un manual de OMS proveerá el contexto de planificación para su aplicación a través del ciclo de vida de la instalación. Debe implementarse al momento de poner la instalación en servicio, y mantenerse desde entonces hasta el cierre definitivo, proporcionando un marco de trabajo claro y documentado de acciones a tomar. Asimismo proveerá una base sólida para medir el rendimiento y demostrar la diligencia debida.
